To download, you will need an Subversion client. Under a command line client, this will retrieve the source code:svn checkout https://hswebjourn.svn.sourceforge.net/svnroot/hswebjourn/trunk hswebjourn
The process of checking out is described in more detail here.
Then, you can follow the README.txt file which describes how to setting it up with your web server.
If you do not have an Subversion client, it is also possible to browse the repositories.
Not all of the authors of the code have agreed to share rights, so this can code not be distributed, or something like that (I am not a lawyer).
The intent from what I can tell is to put it under a GPL-like license.
